He knows that they can't understand him, but why should that keep him from speaking? Even if you talk to another human being, there's no guarantee they're going to listen. The point is saying what he wants to say! Don't use your fancy logic at him!

Why would he know what lives there? Lakes and rivers, he's well familiar with, but not so much the ocean, and definitely not what lives in there. Many people where he's from don't even know how to swim!
