Look at the juxtaposition between the lake and whatever that tower is. And the buildings . . . the dome and the bar, and the tower, they all look completely different.
[ cities like celadon or viridian all look uniform, designed purposefully. this place looks like someone vomited up some ideas and that was that. ]
And there are no native-born people to speak of, at least not that I've seen. Just the Pokemon.
